TAMPA?Republican vice presidential candidate Paul Ryan may not be a libertarian, but he is one of the few high-profile members of Congress who spend a lot of time hanging out with them.
For years, Ryan has taken deliberate steps to nurture relationships with the libertarian intelligentsia in Washington, D.C., making himself available to the movement's broad network of think tanks and advocacy groups. Ryan has held Capitol Hill briefings with economists from the libertarian Cato Institute*, and he recently delivered the keynote address at an annual gala for the free-market Competitive Enterprise Institute. Ryan even spoke at the Atlas Society in 2005, where he notoriously discussed the influential role of objectivist philosopher and novelist Ayn Rand on his own life. He pays homage to economists like Milton Friedman and Friedrich Hayek, making their books "required reading" for members of his staff. "The reason I got involved in public service, by and large, if I had to credit one thinker, one person, it would be Ayn Rand," Ryan said in the 2005 speech.
"He's surely got the most libertarian friends of anyone on a national ticket since Jack Kemp," said Cato Executive Vice President David Boaz. "And he can definitely talk the language of free markets and individual rights." He doesn't always use those skills, but Ryan is indeed a fluent speaker of libertarianese. If you listened carefully to his speech at the Republican National Convention on Wednesday, the libertarian language was clear, particularly when he decried "the supervision and sanctimony of the central planners." "I can't think of any VP candidate that has been this friendly toward a free-market perspective on government," said Yaron Brook, executive director of the Ayn Rand Institute.
But despite his rhetoric and networking, the major policy initiatives that Ryan has supported often sound more like they came from a Heritage Foundation briefing paper than the brain of a Cato analyst.
"Paul Ryan is a rare bird among the dodos who manage to dominate politics. He's interested in conversation and discussion," said Nick Gillespie, co-author of "The Declaration of Independents: How Libertarian Politics Can Fix What's Wrong With America." "But in the end, what we need are legislators who are good at their jobs, not good guys."
At the libertarian Reason magazine, it wasn't long after Romney chose Ryan as his running mate that the magazine's writers embarked on an effort to distance the candidate from the movement. Headlines like "Paul Ryan Is a Big Government Conservative," "Vice President Paul Ryan Would Not Be Vice President Ayn Rand," and "Don't Believe the Hype About Paul Ryan" blared across the magazine's website.
"Libertarians," wrote Jesse Walker, a reporter for Reason, "should find it easy to reject Ryan. He's a hawk with a rotten record on civil liberties: bad on the Patriot Act, bad on indefinite detentions, bad on surveillance, bad on the border fence, bad on the drug war. On the economic front, he has backed the bank and auto bailouts, Medicare Part D, even Davis-Bacon. His reputation as a free-market stalwart rests on his exaggerated reputation as a budget hawk and his habit of praising Ayn Rand."
But for a movement whose members sometimes feel sidelined or ignored by the major parties, others say that even a token olive branch goes a long way. They point to Ryan's controversial work as House Budget Committee chairman as a promising start to making the national conversation about out-of-control spending and limiting the scope of government.
"The first indication of friendship is they actually speak to each other, so I think he's indicated the value of libertarian thinking," said Fred Smith, the founder of the Competitive Enterprise Institute. "Of course, looking to politicians for heroes is looking for love in all the wrong places."
Among Ron Paul libertarians, a group that values purity over pragmatism, some can find positive things to say about the candidate who joined the ticket that ultimately defeated their hero. At a rally the day before the Republican National Convention in Tampa, thousands of Paul supporters gathered at the University of South Florida Sun Dome for a final farewell to the retiring Texas congressman, and reactions to Ryan were mixed.
"You've got to be realistic and a lot of libertarians are not realistic. His budget plan features huge deficits for years into the future," said Timothy Condon, a New Hampshire attorney working to bring more libertarian ideas into the Republican Party. "But Ryan is trying."
Michael Becker, an Arizona delegate at the Ron Paul rally, was less charitable.
"I'd agree with Tom Morello," he said, referring to the scathing article written earlier this month by the rock guitarist. "You're the machine I'm railing against."

Mitt Romney needs the tea party's vigor to ensure the GOP's conservative base is fired up and works on his behalf this fall. And the two sides have never had much affinity for the other.
Yet, the tea party has left a solid imprint on its first GOP presidential convention, from the speeches to the platform to the displays of deep opposition to President Barack Obama. With this backdrop, Romney ? hardly the first choice of this group of insurgents ? will accept the nomination Thursday.
"They've been very successful in leaving their mark at this convention," said Republican National Committee Vice Chairman Jim Bopp of Indiana. "They are a vital part of our coalition."
But Romney and the tea party have a difficult past.
The former Massachusetts governor, whose signature accomplishment was passage of a state health care overhaul that Obama's was modeled after and that the tea party despises, never warmed to the insurgent activists and resisted a full embrace of them.
As the GOP looked for a presidential candidate, the tea party rallied behind just about everyone for at least a time, from Minnesota Rep. Michele Bachmann to Georgia businessman Herman Cain to former House Speaker Newt Gingrich to former Pennsylvania Sen. Rick Santorum.
It's safe to say the tea party was, at best, resigned to Romney as its nominee when it got a welcome boost as the candidate chose Wisconsin Rep. Paul Ryan ? a favorite among this group ? as his running mate.
The tea party is more influential within the Republican Party than within the overall voter population.
According to a recent Associated Press-GfK poll, 48 percent of Republicans considered themselves supporters of the tea party movement. However, only 29 percent of all registered voters considered themselves tea party supporters, and less than 10 percent said they strongly support the movement.
If they turn out in force, these voters could be influential in competitive states such as Iowa, Michigan, Ohio and Wisconsin, where some conservatives have had misgivings about whether Romney is conservative enough.
With Ryan on the ticket, there was something for them ? and their preferred politicians ? to celebrate this week in Tampa.
"This national movement is fueled by what unites us: a love of liberty, a belief in the unlimited potential of free men and women," Ted Cruz, a tea party-backed U.S. Senate candidate from Texas, declared from the podium this week, igniting cheers from inside the Tampa Bay Times Forum.
While not everyone made such direct overtures to the tea party, its rhetoric of uncompromising spending cuts, strict constitutional adherence and limited government dotted speeches from the GOP's rising stars to the graybeards.
In attendance are some of the movement's heroes, including New Hampshire Sen. Kelly Ayotte and Florida Sen. Marco Rubio. Another favorite, Kentucky Sen. Rand Paul, was greeted with cheers of "Liberty!" when he stepped to the podium Wednesday.
"We have nothing to fear except our own unwillingness to defend what is naturally ours, our God-given rights," Paul said during his speech to the convention, prompting a renewed roar.
The insurgents' imprint went beyond the rhetoric.
Tea party activists also won changes to the Republican Party's platform, including nearly a dozen fiscal positions, such as studying returning the United States to the gold standard and requiring a two-thirds majority in Congress to pass a tax increase.
But there was tension behind the scenes when party officials sought to weaken tea party influence.
First, the RNC's rules committee voted that it could change the party rules in the middle of the four-year cycle ? instead of every four years, as has been the practice. This is a particularly sensitive point with the tea party's rule sticklers.
Another new rule was aimed at limiting the ability of insurgent presidential candidates to amass delegates to future Republican conventions. They require states to award delegates to candidates based on the outcome of primaries and caucuses.
The new rules originally allowed the likely presidential nominee to choose which delegates would represent them at the convention ? taking that power from state parties, which prompted sharp opposition from tea party activists. In a concession, party leaders agreed to remove the language, instead saying delegates who support candidates other than the one they are obligated to support shall have their votes nullified.
The change appeased some state party activists who didn't like the idea of candidates mandating which delegates could attend the national convention. But it didn't satisfy supporters of Texas Rep. Ron Paul or many tea party activists.
"Most of the tea party activists are really unhappy about this," said Oregon delegate Russ Walker. "We feel it's kind of cast a black cloud over the success we had with the platform."
The tea party can be traced to 2008, when voters started protesting spending.
The group broke through nationally in 2009 as opponents to federal legislation expanding access to health care, and then fueled a wave that carried Republicans to enough victories in the House for control.
Now, many tea partiers say the GOP owes them.

"People are disgusted and appalled," said Joe Miklosi, a Democratic congressional candidate in suburban Denver, who began tying his opponent, GOP Rep. Mike Coffman, to Akin within hours of learning about his comments this past Sunday.
Miklosi sent a tweet that read, "Mike Coffman and Todd Akin have been fighting side by side against women in Congress," and posted a video online included footage of Akin praising Coffman on the House floor.
Coffman responded by calling for Akin to leave the race and decrying his rape comments as "wrong, inappropriate and hurtful to women across the country."
It's a scene repeated in House races nationwide, as Akin's comments on rape are playing a role in more than dozen House races in battleground states ? particularly those in which the incumbents joined Akin last year in co-sponsoring a resolution that would have redefined rape as "forcible rape."
Most Democrats and women's groups objected to such language, because it suggested there are different severities of rape.
In New Hampshire, Annie Kuster rapped one of the Democrats' top targets, GOP Rep. Charlie Bass, saying she was "disappointed" Bass hadn't yet called for Akin to leave the Senate race. Bass quickly did so. In Illinois, another Democratic challenger, Cheri Bustos, called on her opponent, GOP Rep. Bobby Schilling, to return a $2,000 donation from Akin. Schilling did so and issued a statement expressing his disgust with Akin's remarks.
"As a father, a husband and a close friend to people who have been scarred by the evils of rape, I could never stand with someone who said something so contrary to our basic human values," he said.
In Wisconsin, Democrat Pat Kreitlow had made an issue of GOP Rep. Sean Duffy's support for legislation defining "forcible rape" even before Akin's comments. That criticism now has new life, Kreitlow said.
"People are simply amazed there are elected officials who would take these positions, to redefine rape," he said. "We were hearing about it in Wisconsin before Akin said this, and of course we're hearing a lot more about it now."
Duffy, meanwhile, followed the path of other Republicans in calling for Akin to drop his Missouri Senate bid and repudiating his comments.
In trying to link Akin to their opponents, Democrats are following a time-honored campaign tradition. When a controversial statement or issue percolates in one race, the party sensing an opportunity will invariably try and make it an issue in as many races as possible, said Jack Pitney, a political science professor at Claremont McKenna College.
"This is politics 101," Pitney said. "You try to tie your opponent to an unpopular one on the other side and let them figure it out."
Pitney questioned for how long Democrats will be successful in making Akin's comments an issue, but Democrats have some reason to believe that it's an election winner to highlight Republicans who oppose abortion even in cases of rape and incest.
In the swing state of Colorado, voters have twice overwhelmingly defeated ballot measures that would have outlawed abortion in all cases, and Democratic Sen. Michael Bennet won a tight Senate contest in 2010 in part by highlighting Republican Ken Buck's views on abortion.
This year, Democratic Rep. Ed Perlmutter, who represents a suburban Denver district, is fending off a challenge from wealthy Republican beer magnate Joe Coors. After Akin's rape remark, Perlmutter reminded voters that Coors once financially supported a "personhood" measure in Colorado and tied Coors to Akin.
"Why won't Joe Coors condemn the recent 'legitimate rape' remarks of Rep. Akins that even Mitt Romney criticized?" Perlmutter said in a news release. Coors has yet to respond.
Said Coors spokeswoman Michelle Yi, "Joe completely disagrees with Rep. Akin's comments."

Backpacking in a foreign and exotic part of the world is a dream not many get the chance to materialize in their life. First off, you will be have to be carrying more cash than you're probably use to carrying around back in the states since credit cards are not accepted like they are in Amuurica.
